Has over 22 years of practical experience in project development, implementation and management through working with local, international, public and private organizations. Has extensive knowledge and experience in skills development and training, enterprise development, entrepreneurship training, well versed with institutional and organizational development issues, technical and capacity building, contract management, development planning and development management, organizational assessments, with in-depth knowledge of organizational learning, training and capacity needs assessments, development of training manuals and programs and facilitating training programs.

His central areas of expertise are project management, capacity building and monitoring and Evaluation. Has hands-on experience in the area of skills development for the people to create employment opportunities and enterprise development. Has managed joint-agency assessment, planning, implementation and evaluation of support provided and progress made to uplift the standard of living and quality of life mainly for the youth, persons with disabilities, internally displaced persons, Women and the rural poor. May 2020 – Jan 2022: Head of Skills Development Programmes at Swisscontact/ Project Manager

 

Been a strategist and a leader steering Swisscontact’s Skills Development portfolio to the most impactful direction while also implementing the Organization’s vision, mission and long term goals. The goals have been to enhance people’s lives, providing opportunities and bringing people and communities together through training. The Specific duties/roles have been:

 

  • To support the Senior Management Team (SMT) in leading, managing and developing new areas of work ensuring a high degree of responsiveness to the stated skills needs of local and national industry and commerce.
  • To support the SMT to develop market strategies to penetrate new markets and continued expansion of existing business initiatives.
  • To provide curricular vision and professional leadership in the development of new areas of work reflecting the ethos and a learning culture which celebrates young people’s/Smallholder Farmer’s success, raise their aspiration and attainment and extend their progression opportunities
  • To ensure curriculum provision and developments are appropriately broad, balanced, relevant and differentiated and are in accordance with Swisscontact’s policy and any national or local guidance.

2013 to Dec 2021: Project Manager

 

Responsible for Planning, management and implementation of the Learn, Earn and Save Skills development project of Swisscontact that focuses on the empowerment of the youth by creating employment opportunities; providing innovative approaches and ideas for the development of the program; Identifying Swisscontact partner organisations and negotiating partnership agreements or Memoranda of Understanding; Advise and support partner organisations in their organisational development, capacity building and the development of new curricula with regards to skills development; and Monitor project implementation with all partner organisations.

 

2012: National Coordinator for the Uganda National Coalition for the Deaf (UNCD) based at Ka Tutandike Uganda (Part-time).

 

Key Responsibilities:

Responsible for the strategic direction, leadership and operational management of the UNCD National Strategy on Deafness and representing UNCD with the Government, Local and International partners in Uganda. Leading the role in developing, overseeing, reviewing and monitoring of the Country strategy. Responsible for developing and managing new and ongoing programming initiatives, actively leading the programme cycle management, and developing and managing partnerships. Responsible for ensuring cross learning and sharing knowledge across the member organizations. Facilitate trainings, research and learning within member organizations and partners as well as coordinating the production of timely quality program reports.

 

2002 – 2010: Senior Programme officer/Assistant Country Representative with Action on Disability and Development (ADD Uganda Programme):

 

Key responsibilities; – Managed and coordinated programme activities in the ADD Southern region districts and National Disabled Peoples’ Organisations.  Provided Strategic leadership for the formation, growth, and development of disabled people’s organisations (at National and District levels) and promotion of Rights of persons with disabilities, through, promotion of advocacy, lobbying, training and networking with other stakeholders or development agencies. Managed Staff teams at district level (11 districts) and those of the National Partner organisations (8) with branches across the Country.

 

Was responsible for managing and training organisations and groups of disabled people in entrepreneurship skills, Income generating activities in 11 districts and building their capacity to manage their enterprises, and saving and credit schemes.

 

1999 – 2001: National Coordinator of Youth Programmes of the Uganda Episcopal Conference, Nsambya, Kampala

 

Was strategically responsible for leading and Managing a team of five Heads of Development Programmes for the Young People in Uganda through the Catholic Church and 19 Diocesan Coordinators upcountry. Taking the lead in business development especially in the areas of Skills development, enterprise development, leadership, deriving annual and quarterly plans and budgets; writing narrative and financial reports. The five development programmes that I managed and successfully coordinated included the Catholic Rural Youth Agricultural and environment management programme; Safeguard Youth from HIV/AIDS; Young Christian Students Movement and Education programme for the Orphans and disabled Children. I was also responsible for developing project proposals for fundraising for the programmes and provided overall financial management, accountability and reporting to donors.

1989 – 1999:  Teacher/Patron of the Young Christian Students at Jinja Girls Senior Secondary School – Jinja (Full time)

 

Taught students, offered career guidance and counselling, promoted behaviour change to combat HIV/AIDS among students. In charge of the population and family life programme. I was particularly assigned the duty of teaching of the agriculture subject so as to deepen the knowledge and understanding of the students on the principles and practices of Agriculture as a preparation for absorption into the agricultural industry; influence the school to take an active part in rural development.

 

  1. CONSULTANCIES/EVALUATIONS UNDERTAKEN (Just a few)

 

June 2012                                Team Leader in conducting the final evaluation of the UN Habitat funded project, “Accelerating improvements in sanitation for Female Headed Households in Bugembe Town Council using the revolving micro-credit scheme”.

 

Jan-Feb 2012                           Team Leader in conducting the final evaluation of the Accessibility Rights Project of Iganga District Action on Physical Disability funded by the Tides Foundation and Disability Rights Fund (based in the US).

 

 

April 2010                               Team Leader in conducting the final evaluation of the Busoga Trust project, “Provision of Safe Water for Livelihood” meant to facilitate improved living conditions for the rural poor in the Buliisa and Hoima districts, the reduction in the burden of work for women and children via access to safe water, and the facilitation toward the necessary behavioural changes that could lead to long-term reduction in water and sanitation related diseases. The project was co-funded by Tullow Uganda Ops Pty Ltd.

 

May – July 2009                      Coordinator on behalf of Action on Disability and Development in the Evaluation of ADD’s activities funded by European Union for the period 2006 -2008 in all the Four regions of Uganda. The Evaluation was undertaken by an Independent Consultant with whom I worked with closely during the evaluation process.

 

Oct 07-March 2008                 Second consultant in the evaluation of Send A Cow Uganda Project called “Sustainable Agriculture for People with Disabilities (SAPED) programme” which was funded by Comic Relief and Send a Cow UK.

 

March –Oct 2007.       Team Member in the development of a five year strategic plan for Eastern Africa Federation of the Disabled (EAFOD), a regional organisation with head office in Nairobi that coordinates activities of National organisations of disabled People in 12 countries of Eastern Africa.

2014 to date: Board Member (Treasurer), Legal Action for Persons with Disabilities

 

  • As a member of the Board of Directors, provide leadership and oversight in the development and achievement of LAPD’s objectives and the pursuance of its mission and attainment of its vision.
  • As chair of the finance committee, provide assistance to the Board of Directors of LAPD in fulfilling its responsibility and in respect of the policies and practices that relate to the management of the financial affairs of LAPD.

 

June 2012 to date: Chairperson – Quality Assurance, ICT and Gender Committee of the University Council – Busitema University

 

To provide technical expertise to the governing council of Busitema University on matters relating to the education, welfare, rights and opportunities available for the marginalised students in higher institutions of learning and ensuring that the University is in keeping with the National and International Laws protecting the rights of the marginalised.

 

March 2007 to 2011: Committee member – Disability Committee – Ka Tutandike Uganda (KTU).

 

To provide technical expertise to the Charity on matters concerning disability, support staff in strategic thinking and planning; advise the Board of directors on matter pertinent to the smooth running of disability programmes in line with the mandate of the organisation as well as the Uganda national priorities.

 

August 2006 to 2011: Chairperson – District Council for Disability, Jinja District

To coordinate and monitor the implementation of policies and programmes for persons with disabilities in the district as well as promote and advocate for the integration of services for persons with disabilities in the district plans of action.

 

 

June 2002 to May 2006: District Local Council Councillor representing People with Disabilities in Jinja district.

 

Present views, opinions and proposals of disabled persons to council; Maintain close contact with disabled persons and consult communities on issues to be addressed in the council; Attend sessions of the local council and meetings of sub committees, and report to the electorate the general decisions of the council.

 

2002 to 2006: Vice Chairperson – Jinja District Education and Social Services committee.

Deputise the chair. Quality control and management of all social services that the council was providing to the communities.
